Eine Gruppe gewalttätiger Schwerverbrecher soll von den Philippinen nach Südkorea ausgeliefert werden. Um die Sicherheit der Zivilbevölkerung zu gewährleisten, erfolgt die Überführung auf dem Seeweg – an Bord des alten Frachtschiffs Frontier Wolf.
