Nachdem er seinen Erzfeind, den Psychokiller "Sandman", dingfest gemacht hat, wird Burke als Undercovercop in ein Gefängnis geschleust, um dort eine rätselhafte Mordserie an Gefangenen aufzuklären. Erschwert wird seine Arbeit durch sadistische Wärter und Knastgangs, die Burke als Neuling an den Kragen wollen. Mit Hilfe neugewonnener Freunde findet Burke heraus, daß mit den Leichen ein schwunghafter Organhandel betrieben wird, an dem seine Auftraggeber beteiligt sind. Bevor der Fall restlos geklärt werden kann, muß Burke erst noch gegen den Sandman antreten, der in den Knast eingeliefert wird und Burkes Idendität preisgibt.
